NHỮNG KẾT QUẢ MỚI CỦA LUẬN ÁN

Thứ nhất, luận án góp phần hoàn thiện một bước cơ sở lý luận về huy động vốn đầu tư phát triển kết cấu hạ tầng kinh tế - xã hội (KCHTKTXH). Cụ thể, luận án đã đưa ra khái niệm KCHTKTXH trên địa bàn cấp tỉnh; làm rõ đặc điểm KCHTKTXH, khái niệm vốn đầu tư phát triển KCHTKTXH, huy động vốn đầu tư phát triển KCHTKTXH và nội hàm huy động vốn đầu tư phát triển KCHTKTXH trên địa bàn cấp tỉnh; mối quan hệ giữa các nguồn vốn đầu tư phát triển KCHTKTXH.

Thứ hai, luận án là công trình nghiên cứu đầu tiên về phân tích đa chiều thực trạng huy động vốn đầu tư phát triển KCHTKTXH tỉnh Thái Nguyên trên nhiều khía cạnh khác nhau như: Công tác dự báo nhu cầu và khả năng cân đối vốn đầu tư; xây dựng kế hoạch huy động vốn và đầu tư của địa phương; chính sách huy động, cơ cấu huy động và mức độ đáp ứng nhu cầu vốn vốn đầu tư; kiểm tra, giám sát công tác huy động vốn đầu tư phát triển KCHTKTXH.

Thứ ba, luận án là công trình nghiên cứu đầu tiên sử dụng phương pháp phân tích nhân tố khám (EFA) để xác định các nhân tố ảnh hưởng đến huy động vốn đầu tư phát triển KCHTKTXH tỉnh Thái Nguyên. Kết quả nghiên cứu cho thấy mức độ ảnh hưởng của các nhân tố là khác nhau đến huy động vốn đầu tư phát triển KCHTKTXH tỉnh Thái Nguyên. Cụ thể, biến quy mô thị trường có ảnh hưởng lớn nhất với hệ số beta là 0,635 và biến chất lượng dịch vụ công có mức độ ảnh hưởng thấp nhất với hệ số beta là 0,086. Từ đó, luận án đề xuất quan điểm, mục tiêu và các giải pháp khả thi, phù hợp với điều kiện cụ thể của tỉnh Thái Nguyên nhằm đáp ứng yêu cầu huy động vốn đầu tư phát triển KCHTKTXH trong thời gian tới.

Kết quả nghiên cứu của luận án là tài liệu có giá trị giúp cho các nhà quản lý,   các nhà hoạch định chính sách của Trung ương, các địa phương và đặc biệt là tỉnh Thái Nguyên có cơ sở xây dựng cơ chế, chính sách về huy động vốn đầu tư phát triển KCHTKTXH phù hợp với tiềm năng, lợi thế và điều kiện kinh tế - xã hội của  địa phương.

Luận án là tài liệu tham khảo rất hữu ích cho các cán bộ giảng dạy, nhà khoa học, nghiên cứu sinh, học viên, sinh viên ngành kinh tế và quản lý trong các trường đại học, các viện nghiên cứu và cho các đối tượng khác có quan tâm.

Bên cạnh những kết quả đạt được, luận án vẫn còn chưa đi sâu nghiên cứu một số nội dung trong việc huy động các nguồn vốn đầu tư phát triển KCHTKTXH tỉnh Thái Nguyên như: Huy động nguồn vốn của doanh nghiệp tư nhân theo hình thức đối tác công - tư (PPP) còn trong phạm vi hẹp; chưa khai thác tối đa nội lực, nhất là triển khai thực hiện phát hành trái phiếu chính quyền địa phương; tiềm năng tài chính từ   đất đai; những bất cập trong việc huy động và sử dụng nguồn vốn ODA.

Đây sẽ là nội dung gợi mở cho các hướng nghiên cứu tiếp theo.

NEW FINDINGS OF THE DISSERTATION

Firstly, the dissertation contributes to completing a step of the theoretical basis for mobilizing investment capital for the development of socio-economic infrastructure. Specifically, the dissertation has introduced the concept of socio-economic infrastructure in the province; clarifying the socio-economic characteristics, the concept of socio-economic development investment capital, mobilizing investment capital for socio-economic development and the content of capital mobilization for socio-economic development investment capital in the province; the relationship between the investment capital sources for socio-economic infrastructure development.

Secondly, the dissertation is the first research work on multi-dimensional analysis of the actual situation of mobilizing investment capital for the development of socio-economic infrastructure in Thai Nguyen province in various aspects such as: demand forecast and ability to balance investment capital; develop local capital mobilization and investment plans; mobilization policy, mobilization structure and the degree of meeting the demand for investment capital; inspect and supervise the mobilization of investment capital for the development of socio-economic infrastructure.

Thirdly, the dissertation is the first research work using the method of exploratory factor analysis (EFA) to determine the factors affecting the mobilization of investment capital for the development of socio-economic infrastructure in Thai Nguyen province. Research results show that the degree of influence of these factors is different on mobilizing investment capital to develop socio-economic infrastructure in Thai Nguyen province. Specifically, the variable market size has the largest influence with beta coefficient of 0.635 and the variable of public service quality has the lowest influence with beta coefficient of 0.086. From there, the dissertation proposes viewpoints, goals and possible solutions which are suitable to the specific conditions of Thai Nguyen province in order to meet the requirements of mobilizing investment capital for the development of socio-economic infrastructure in the future.

APPLICABILITY IN PRACTICE

The research results of the dissertation are valuable documents to help managers, policy makers of the Central, localities and especially Thai Nguyen province to have a basis in order to build mechanisms and policies on mobilizing investment capital to develop socio-economic infrastructure which are suitable to the local's potential, advantages and socio-economic conditions.

The dissertation is a very useful reference for teaching staff, scientists, PhD students, students majoring in economics and management in universities, research institutes, and for others.

SOME ISSUEDS FOR FURTHER RESEARCH

Besides the achieved results, the dissertation still has not studied deeply some contents in mobilizing investment capital sources for socio-economic infrastructure development such as: Mobilizing capital of private enterprises in the form of public-private partnership (PPP) is still limited in scope; not fully exploiting internal resources, especially issuing local government bonds; financial potential from land; inadequacies in the mobilization and use of ODA capital.

This should be the suggestive contents for future research directions.
