NHỮNG KẾT QUẢ MỚI CỦA LUẬN ÁN

Thứ nhất: Luận án đã hệ thống hóa và bổ sung những vấn đề lý luận về QLNN trong nông nghiệp, qua đó cung cấp một số cơ sở lý luận và thực tiễn về công tác QLNN đối với hoạt động phát triển sản xuất nông nghiệp. Luận án đã đưa ra một khái niệm mới về quản lý nhà nước ngành nông nghiệp trong bối cảnh hội nhập.

Thứ hai: Luận án nghiên cứu về công tác QLNN trong lĩnh vực nông nghiệp đã có những đóng góp mới về phương pháp tiếp cận, phương pháp đánh giá thực hiện QLNN.

Thứ ba: Luận án đã phân tích, đánh giá được thực trạng, kết quả đạt được, nguyên nhân hạn chế của công tác QLNN về nông nghiệp ở tỉnh Thanh Hóa, giúp cho các nhà quản lý thấy được bức tranh tổng thể và những vấn đề cụ thể trong nội dung QLNN về nông nghiệp của tỉnh trong thời gian qua.

Thứ tư: Trên cơ sở phân tích bối cảnh phát triển mới (tăng cường hội nhập kinh tế quốc tế, xu hướng phát triển của nông nghiệp trong thời đại Cách mạng công nghệ 4.0…) của nông nghiệp Việt Nam, và định hướng phát triển của nông nghiệp Thanh Hóa, luận án đã đưa ra 3 quan điểm và 7 giải pháp để tăng cường QLNN về nông nghiệp trong giai đoạn tới khi Thanh Hóa trở thành một tỉnh kiểu mẫu, một cực tăng trưởng mới.

Thứ năm: Kết quả nghiên cứu sẽ giúp các cơ quan QLNN trên địa bàn như: UBND tỉnh, Sở Kế hoạch và Đầu tư, Sở Nội vụ, Sở Nông nghiệp và Phát triển Nông thôn.... và những người quan tâm tham khảo trong quá trình triển khai thực hiện các nhiệm vụ kinh tế - xã hội của tỉnh Thanh Hóa.

Kết quả nghiên cứu của luận án cũng là tài liệu tham khảo cho sinh viên, học viên cao học, nghiên cứu sinh trong quá trình nghiên cứu

 

KHẢ NĂNG ỨNG DỤNG TRONG THỰC TIỄN

Kết quả nghiên cứu của luận án là tài liệu tham khảo bổ ích cho cán bộ   giảng dạy, nhà khoa học, nghiên cứu viên và sinh viên thuộc chuyên ngành Kinh tế nói chung và Quản lý kinh tế nói riêng.

Luận án là công trình nghiên cứu khoa học có giá trị, là tài liệu tham khảo tốt phục vụ cho các nhà quản lý, các Sở, Ban, Ngành. Kết quả nghiên cứu của luận án là cơ sở khoa học giúp chính quyền tỉnh Thanh Hoá nói riêng, các địa phương có điều kiện kinh tế - xã hội tương đồng nói chung có góc nhìn cụ thể, toàn diện và có căn cứ để đề xuất, triển khai những giải pháp nhằm phát huy vai trò của công tác quản lý nhà nước ngành nông nghiệp trong bối cảnh hội nhập kinh tế quốc tế

Do nội dung quản lý nhà nước về nông nghiệp trong bối cảnh hội nhập rất rộng và thay đổi thường xuyên, nhanh chóng. Trong khung khổ luận án tiến sĩ này, luận án chỉ tập trung nghiên cứu một số nội dung chính của quản lý nhà nước về nông nghiệp như: Xây dựng Quy hoạch nông nghiệp, Kế hoạch phát triển nông nghiệp; Tổ chức thực hiện chính sách, quy hoạch, kế hoạch phát triển nông nghiệp của trung ương và địa phương; Thanh, kiểm tra, giám sát đối với nông nghiệp tỉnh Thanh Hóa trong bối cảnh hội nhập; nếu nghiên cứu sâu thêm các nội dung như ảnh hưởng của đầu tư công trong nông nghiệp tỉnh Thanh Hoá và đề ra những giải pháp quản lý nhà nước hướng mục tiêu phát triển ngành nông nghiệp tỉnh Thanh Hoá trong bối cảnh hội nhập kinh tế quốc tế sẽ đầy đủ và toàn diện hơn. Đây sẽ là nội dung gợi mở cho các hướng nghiên cứu tiếp theo.

NEW FINDINGS OF THE THESIS

Firstly, the dissertation has systematized and supplemented the theoretical issues on state management in agriculture, thereby providing some theoretical and practical bases on state management for agricultural production development. The dissertation has introduced a new concept of state management of the agricultural sector in the context of integration.

Secondly, the research dissertation on state management in the agricultural sector has made new contributions in terms of approaches and methods of assessing the implementation of state management.

Thirdly, The dissertation has analyzed and evaluated the current situation, achieved results causes, and limitations of the state management of agriculture in Thanh Hoa province, helping managers see the overall picture and the problems. specific issues in the context of state management of agriculture in the province in recent years.

Fourthly, based on analyzing the new development context (intensification of international economic integration, development trends of agriculture in the era of Industrial Revolution 4.0 ...) of Vietnamese agriculture, and development orientation development of agriculture in Thanh Hoa, the dissertation has given some views and 7 solutions to strengthen the state management of agriculture in the coming period when Thanh Hoa becomes a model province, a new growth pole.

Fifthly, the research results will help state management agencies in the area such as the Provincial People's Committee, Department of Planning and Investment, Department of Home Affairs, Department of Agriculture and Rural Development and interested people to participate in the process of implementing socio-economic tasks of Thanh Hoa province.

The research results of the dissertation are also references for students, graduate students, and Ph.D. students in the research process.

POSSIBILITY OF PRACTICAL APPLICATION

The research results of the dissertation are useful references for teaching staff, scientists, researchers, and students majoring in Economics in general and Economic Management in particular.

The dissertation is a valuable scientific research work, and a good reference for managers, departments, boards, and branches. The research results of the dissertation are the scientific basis to help the government of Thanh Hoa province in particular, and localities with similar socio-economic conditions, in general, to have a specific, comprehensive, and grounded perspective to propose a solution. Producing and implementing solutions to promote the role of state management of the agricultural sector in the context of international economic integration.

ISSUES THAT NEED FURTHER RESEARCH

Because the content of state management of agriculture in the context of integration is very wide and changes frequently and rapidly. Within the framework of this doctoral dissertation, the dissertation only focuses on studying some of the main contents of the state management of agriculture, such as the Formulation of agricultural planning, agricultural development plan; Organize the implementation of central and local agricultural development policies, master plans, and plans; Inspection, inspection and supervision of agriculture in Thanh Hoa province in the context of integration; If we study more deeply the contents such as the influence of public investment in agriculture in Thanh Hoa province and propose state management solutions towards the development of the agricultural sector in Thanh Hoa province in the context of international economic integration. the economy will be more complete and comprehensive.

This will be the suggestive content for future research directions.
